A water based varnish & paint remover that is slow drying would be the most thorough method. Usually, since it is outside, you will need to cover it with plastic or foil so that it doesn't dry out before it can work. Most are water washable so just wash it with the hose after it is through. You may need to scrub it with a scrub brush to get it out of the textured areas, but don't scrub it too much or you may scrub the finish off of the brick.

A product called Krud Kutter will give the best results.

spray liberally.let sit for 3-5 min.

reapply ,then use a wire brush.

make sure - if you get it on your hands,it'll burn a little.

have a fresh water supply to wash the brick & yourself when done.

Krud Kutter works great for removing latex from carpet, too.

I ALWAYS keep a bottle of it handy while working.

Aside from sand blasting, or sanding the surface of the brick?

Try using a wire brush. Other than that, I really cant think of any otherway.

Should come off with a pressure washer or sand blasting.

You can try Goof Off. You should be able to get it at a hardware store.
