What is the most fuel efficient vehicle out there? I want to help global warming...?
I want to help global warming, but I have a budget. I am looking for a fuel efficient used vehicle, so it probally won't be a hybrid right now. I am looking for a 1993 to 1995... does anyone know something that is good in gas milage and good for the environment?

Well, no car is really good for the environment, with all the manufacturing pollution besides the resources to propel and maintain it... But you can find transportation that is less harmful to the environment than other methods.
Best for the environment: walk
next: public transportation or a bicycle, or ride a draft animal
next: EV or FCV (but will probably be constrained by your budget)
after that, I'd go for an older diesel that you run on a biofuel (like veggie oil), or find a biodiesel source near you. http://www.biodiesel.org/
Unfortunately, the EPA Green Vehicle Guide (ranks vehicles in each market class by emissions and MPG) only goes back to 2000.

But, http://www.fueleconomy.gov/ does go back to 1985, so you can compare the MPG of various cars that you are looking at.
In general, for fuel economy reasons, you'd be looking for a small car, manual transmission (assuming that you can drive stick, and for fuel efficiently at that!).
(I take it that a used hybrid is still out of your price range? Find a nice high-mileage 2000 Honda Insight or 2001 Toyota Prius...)

The Honda Insight and Toyota Prius are the most fuel efficient vehicles, getting about 60 mpg on the highway. Of course you could walk, ride a bicycle, and use mass transit if that is an option, too.

Yeah, get yourself a bicycle. 8-). Zero emissions and much better for you and the environment than any car.
Seriously though, if you must drive a car, you should consider your driving habits more so than just the car. Obviously a fuel efficient car is a good idea, but if you're constantly driving it around for frivolous reasons, you're really not helping much.
Just about any (sub)compact car would probably work out well...can't go wrong with a Honda Civic from a reliability standpoint.

the most fuel efficient mid 90s vehicle for the money is a honda civic or a toyota corolla. they're reliable, they get good gas mileage, and you can stay within your budget. then when they come out with some really outstanding technology you can jump up to that when you're ready.

The car available in Indian market with high mileage is Maruti Suzuki ALTO. It has more mileage which means that for a particular amount of fuel it runs most i.e. its engine's efficiency is high.
Also some of the models have CATALYTIC CONVETER attatched to exhaust pipe which convert harmful gases like NO(nitrogen monoxide) to NO2(nitrogen dioxide) a less harmful gas. also it removes unburnt carbon particles which cause pollution.

I don't know about any cars from the 90's that are environmentally friendly but you can try a FlexFuel car. Their driven on ethanol and it's basically corn, i think. It's very popular in Brasil, they don't depend on oil anymore. You'll never run out of ethanol because it grows back everytime, so it's like recycling. Good Luck :)

Ive got several bicycles and a prius when I need to go somewhere I use a bike, when I need to go to the store, I use a bike. I use the prius when I drive up to Washington or if I'm towing children or friends or scads of things. The prius drove us from portland to cannon beach and back on 4 gallons of gas

I think it's the Smart Car by mercedes. But that's a new think. My guess would be that for the years you are saying, get a diesel car, buy a biodiesel conversion kit, and then run it on vegetable oil or biodiesel.
