Suckers are growing from the stump of my ash tree. If I let them grow, will they become a new tree?

The tree died from emerald ash borers. The stump can't be ground up because it is too close to the deck. There are several suckers now, about 12 inches high.

Yes, they will grow back, but they will probably get eaten by the ash borer again. Not only that but trees that grow from stump sprouts generally get structural problems when they get older. So just when it starts getting big they tend to fall apart. If the tree is too close to your deck to grind out the stump think what will happen when it gets bigger and either dies or falls apart.

    Growing Ash Trees

I have stumps in my yard that are growing suckers. If you let them all stay there, you'll get an ash bush. If you cut back most of them, you might get a tree. It'll take a while to get big though. I have red maple bushes, white oak bushes, red oak bushes, yellow poplar bushes, white ash bushes, and black locust bushes.

I would choose the most sturdy one and cut the others away. You should get a nice tree.
