Primus inter pares. A latin phrase. It's used to indicate a person that is most senior of a group of people sharing the same rank. Mainly used in political and religious circles, although there's been a numbers in which armed forces of national armys have used the phrase to indicate that they excel among other similar.

All participants are equal. Take a 50 yd dash for example. If all participants are of equal size, running ability and experience, the winner of the race would be Best amongst equal.
If that same race was run by a five foot man, a 6 year old girl, a one legged pirate, and one professional runner. The winner would be the best at running 50 yards at that moment with those people. Best in this race, but certainly not best amongst equals.

"First" among equals. basically, rather than attack the male ego by indicating that anyone in the group is of "lesser" wonderfulness than any of the others, all are declared to be "equal". but, since a group requires a "moderator" to get things done in an orderly fashion, one among them is selected to be in charge; he is "first".
