a terrorist is someone that is not a citizen of the USA who comments a really big crime. A criminal is a citizen of the USA that disobeys the laws and/or comments a crime.

all terrorist are criminals
but all criminals are not terrorists(they may or may not be)
a criminal is someone who has broken a law or done a crime.
a terrorist in addition to being a criminal also terrorizes people by doing something like bombing WTC.

A criminal could be anyone who breaks the law repeatedly.
A terroist's main goal is to put terror in people to gain their goals. Scare people into doing things they way they want them to do.

A criminal has a self-serving purpose. A terrorist has a cause other than his own needs.
