You can only get PTO if it is specifically spelled out in your employee handbook. If that is the case, I would simply make a copy of the page, highlight the section explaining the policy, and send it along with a professional letter stating "per the attached policy, kindly remit payment of my accumulated PTO, which totals _ days."
If there is no specific policy, you could ask your employer (maybe they will split the difference with you), but it is unlikely that you will see it.

Some employers may provide your PTO time to you, even if you were terminated, it depends on the policy. If you have not done so already, ask them for it.

You probably can't. Companies aren't required to pay out PTO for terminated employees.

if you got terminated, why do you still need a time off? Aren't you off already?
