If someone dials 202 on a mobile phone who are they calling..? I'm not in a position to..!?

    it depends on where they are. In the US 202 is the area code for the Washington DC area. Depending on where in the world you are and the cell phone system it could be something different...

    If you can't call it, then what's the difference in who it dials?

    well call that number and when they aswer (if they do) ask who you are talking to.
