Musical chairs is always a fun one .
Try somthing like a easter egg hunt .. . i once forced little candies in balloons and hid them one had a prize ticket in it.
draw a birthday cake with the paper on ur head, best one wins
good luck and happy birthday to the lil one.

Musical chairs, hide a seek or a treasure hunt. My 2yr old cousin just had a Disney themed party and her mom set up different activities around the yard (hula hoops, jump ropes, ball toss) and the "map" led the kids to each activity until the reached the final spot on the map where there were little treasure boxes for each of the kids (age 9 months-3 years old)

how about the good old pin the tail on the donkey, or a pinata, musical chairs. I think the pinata would be good for the older children.
