my suggestion is new carpet, and before the new carpet is laid, clean the subfloor with vinegar and then seal the sub floor with kilz or some other sealant. We had a dog get very sick before she passed and she destroyed the carpet with fluids. This was the only way we were able to get rid of it the lingering odor. If you don't seal the floor beneath the carpet you risk the odor coming back.

Something that always worked for me is vinegar. Pour vinegar on the spot, scrub a little then sop up the vinegar with a towel. Vinegar works to neutralize the amonia in cat urine. Most commericial cleaners (including some listed for urine) have ammonia listed among the ingrediants so they never really get the smell out. Vinegar should do the trick.
