Old 70s cartoon character?

When I was a kid there was an old cartoon I watched that had a dog named smuggly or snidely or something. He had a weird snickering laugh. Anyone know what I'm talking about and what was that dog's name? I can't remember the name!

    Premiering on September 13, 1969,

    Dastardly and Muttley was one of two spin-offs of the very

    popular cartoon The Wacky Races

    Dick Dastardly Dick Dastardly, who apparently

    grew tired of losing all those

    Wacky Races, was now in charge

    of The Vulture Squadron, a band

    of airborne misfits whose mission

    was to (as anyone who remembers

    the theme song can attest)

    Stop that Pigeon!

    Dastardly received his orders from

    "The General" who was never seen

    but always heard barking orders to

    poor Dick over the phone.

    Muttly is sometimes confused with Snuffles, the dog on Quck draw McGraw. They did basically the same thing so the confusion is an honest mistake.

    That character was used in two different shows.

    One, he was called "Precious Pup" - and one was on "Quick Draw MrGraw" - when he got a treat he would grab his stomach and begin to say "Um, um, um" as he floated up to the ceiling and down again.

    You're really close with the name "smuggly" - and that may have been his name, I just can't remember.

    Mario Brothers; Mario and Luigi I was going to say "Heckle and Jeckle," but Skip beat me to it. I spelled "Heckle and Jeckle" correctly though.
