Take a very sharp knife and cut just the skin(the yellow part) off and then chop that really fine.

A fine cheese grater. I bought a very small cheese grater*About 2 inches tall) at Bed, Bath and Beyond for 99 cents and it works great. Especially since the zesters at BB & B were $20.00!

Do you have a grater? You can grate the peel - only use the yellow part. If you dont' have that, take a sharp paring knife and mince the yellow part of the peel up finely.

As was said, use the (smallest) holes of your box grater.

If you have to use a vegetable peeler, be careful not to peel too deep; you do not want the bitter white pith.

a box cheese grater. You can also use a vegetable peeler to cut off the skin as well, then you can mince with knife.

A grater - use the tiny holes.

A rasp - wash it really good first though.
