I think yes and yes. If you have hemmorhoids then it would be painful and so you may not want to go to the bathroom and that could turn into constipation. And if you are constipated and are straining to have a bowel movement than that can cause hemmorhoids.

constipation causes hemroids because a person strains to have a bowel movement. The lack of fiber in the diet causes constipation and the lack of fiber can cause other bowel problems.

Constipation does not cause hemorrhoids or visa-versa. However trying to "go" or straining can cause hemorrhoids.
