i imagine good judgment is basically accomplishing a life like bring about protecting with previous consistent reviews. little ones have not had that many reviews, so that they don't seem to be really going to be all that rational. The medical technique is largely codified good judgment. We use it intuitively with out questioning about it. 3000 years is too short a time for basic evolution to have taken place. Evolution by natural selection would need more selection pressure than you include in your question to " speciate ".
