Why isn't my heat lamp hot?

I just moved into a new apartment. The bathroom has a regular light/fan combo and a "heat lamp." Well, the landlord said it was a heat lamp, but there's no heat coming off of it. It does light up, but doesn't heat up. Can I just buy a heat lamp bulb to put in there? It's frigid in my apartment and this sitch is making me crankier than normal in the morning.

Update:

The light is in the ceiling - not a freestanding lamp. It has a bulb in it that does give off light.

    Here's a trouble shooter from the instructions of a heat lamp. I think it's rather obvious though.

    1. Is the lamp plugged into a working outlet?

    2. Is there a bulb screwed into the lamp?

    3. Is the switch flipped to the "on" position?

    replace the bulb...they are about $25 aust each...try that.
