There would be a difference between therapeutic plastic surgery and elective cosmetic surgery. I'm assuming that you're asking about cosmetic procedures.
According to this article in the Guardian, the US has the most cosmetic surgeons, followed by Brazil. THat doesn't necessarily mena that they do the greatest number of procedures, but it is certainly suggestive. http://www.guardian.co.uk/brazil/story/0,,1838805,...
