I always thought home was the best place on earth. It depends where you think home is. Home is where the heart belongs. It fits in and you could be no where else in the world.

California. It is expensive though.
Places I have been to that I have felt safe (but then I feel safe in my hometown of Oakland):
-Carlsbad, CA. Near San Deigo. Very nice weather, good beaches.
-Davis, CA. Near Sacromento. Kind of miserably hot during the summer.
-Piedmont, CA. Inside of Oakland (but is a distinct city), near San Francisco. Great pretty much year around, does tend to be a fair amount of rain during the winter. Excellent high school (great if not the best public highschool in Cali).
-San Luis Obispo, CA. ~200 miles from SF and LA. Near Pismo Beach. Hot during the summer though.
Piedmont is the only public school system I know about that is good in California. Oakland's public schools are atrocious.
Portland, Oregon. It is beautiful there.

Depends if you want alot of humidity or less humidity desert like conditions or all around sunny weather. Look into it more and see what you would like
