1. It's too passive.
2. It's tautological. A whirlwind summer is by definition one that blows by.
Anna would forever remember this whirlwind summer.

She would remember this summer as the fastest she'd ever experienced. Something like that. The reason it doesn't sound right to you is because if you write like that, nobody will read it, and you know this.
