Is there some type of form or rules to writing poems?

I have so much I want to say from politics to the new generation. Its just so much I have inside of me and I don't know how to start nor where I just want to write poetry but how is there a certain guideline you must follow when it comes to poems. Heck I would like to read some of the coldest mines of poems like Langston hughest, Ella, but like Maya Angelou poem for Bill Clinton I don't understand them. So second question how do you get to understand a poem and its meaning.

    A riming poem is neater, and has a more regular flow, than a non-rimed one. This means that riming is more suitable when the poet has a clear idea of what she needs to say, and wants to present a world which on the whole is ordered and tidy. Non-riming poems are better where the thought has breaks and eddies, or where the poet's world is muddled or complex in some way. I don't think you can choose between them. Riming poems are more like a lecture, or a lesson; an unrimed poem is more like someone having a conversation with you. Some people are more comfortable with rimed poems, because that is what they are used to. But if you turn to poetry for comfort, you are doing it wrong. ..... I am amazed that anyone can read Keats' Ode to a Nightingale and think it doesn't rime.

    it depends on what kind of poem you are writing. if it's a free form poem,meaning u can do anything you want in that poem, there are no rules. in other types of poems though there are some rules to them. the second question answer is probably to think a about it a little more while you read it but if that doesn't work try to relate to what the author is saying.

    Just let it flow as it comes to you or in the manner in which it comes out! No rules, no guidelines, no BS!!!! Its uniquely YOU! Simply allow it..... It will always sort itself out as it goes and turn into YOUR style.
