If Clinton made a joke of the Whitehouse does that mean Bush made a lie of the Whitehouse?

It wasn't Bush that's the liar. Remember who got himself impeached for lying under oath - "I did not have sex with that woman". Except congress wasn't buying Clinton's assertion that a BJ did not qualify as sex. Semen stains on Monica's blue dress with Clinton's DNA gave proof to the lie.

I think that Clinton should not have cheated on his wife, but we do not live in a perfect world and things happen. He never claimed sainthood but most of America loved him. He was one of the most popular presidents ever. I think Bush has brought tragedy and hatred upon the USA. I think that by his arrogance, many have died and more will die. I think that his agenda is not necessarily that of America and that his personal views color his assessment of the true situation. He needs impeachment. He has forgotten that he works for the American people not Halliburton. Of the two, I would say that Bush is far more dishonorable than Clinton. Clinton lied but nobody died for his lies. Bush has caused a river of blood to run thru Iraq. There is no reasonable comparison.
