It is anyway an Internet chatting.then why from Jamshedpur only?
Will it be OK if there a guy in Jemshedpur ,but he is an Australian or an American etc?Are you want those who are the natives of Jameshedpur?
If you want any of your people who speak your native tongue are want to make friends with, what is the problem if they are not in Jemshedpur?It is a chatting ,you don't see each other (unless you use a web cam).
So your question lacks clarity...please some details and you will get what you want.
