Because if they didn't charge 5 points per question, people would be asking lots and lots of questions without even thinking about what they're asking, and there might be more askers than answerers.

i dk, maybe just so there aren't sooooo many questions
if there was not -5 pts ppl would constantly be asking questions like crazy
