    I think it means life and death, life on the top and death on the bottom, meaning, that life is before than death and is more valuable!! Hope this helps u out!

    I looked all over and could not find that one although I did find several similar to it. Image search Tribal Tattoos and you will see what I mean. Sorry that I could not be more help. It might help if you knew if it was a Tribe specific tattoo.

    Honestly, the first thing that came to my mind when I saw it was a hurricane. I dont see how it symbolizes death, but that's just me. It looks more like an elemental design, not so much spiritual.
