What kind of pet should I get?
I really want to get a pet that likes to cuddle, is extreamly clean, likes to learn, and is not to big. (no bigger than 7inches not including the tail. So far I have owned cold water and tropical fish, leopard geckos, and turtles.
I can't get a cat or dog because my family member is allergic.

If you have the time and money for one, I reccomend a small parrot.
There are many species that really love to cuddle once they are tame.
The small cuddly species include cockatiels, green cheek conures and quakers.
Birds love baths and are often preening themselves so they are clean animals, note though with cockatiels they produce dust to clean their feathers, I don't know if you would consider that a problem or not.
The only reason a bird wouldn't be clean is if it wasn't looked after properly and lived in a very dirty cage.
Once you have socialised your parrot and it is tame, it loves to learn from you. It is healthy to teach them tricks and to talk because it stimulates their mind. While talking to your parrot or teaching it something, often its pupils will sort of pulse, showing how eager it is to learn and how excited it is with what's happening.
While these small species are small, note that their cage still has to be quite large. They also need a proper diet (never just seed), and time out of their cage with you everyday.

hmmmmmmm. I was going to recommend a cat, but they are not 7 inches lol. I recommend a gerbil. I have 2 and they love to cuddle and be taken out. When I am working at my desk, they will run around my neck and on my head and on my desk and arms playing tag with each other. They are very very clean, only have to clean their cage every three weeks and they do like to learn. They are not as smart as dogs, you can't really tech them to roll over, but one of my gerbils knows how to fetch. I will take a n old T-shirt and throw it on the other side if the room. Then he will run after it and try to drag it back to me. He also does it with wash clothes and socks.

Not sure how u "cuddle" with fish but i just bought a parakeet, and he enterains us all day long, of course u can't "cuddle" with a bird, well i guess you can but MOST birds dont like it,
and they have birds even smaller then a parakeet
but honestly if u want a pet to "cuddle" with even know it doesnt go along with ur reguirments i'd have to say go adopt a kitten/cat pup/dog from a shelter They all like to cuddle

You could get a ferret, if you don't mind the smell. Rabbits are also quite nice pets and there are many types of breeds. Guinea pigs are very cuddly but can't be taught a who lot unless you really try. I have gerbils and they are very fun. They are very active and fun to watch. Birds can be taught many tricks and also come in a variety of breeds. I don't know if they enjoy "cuddling" but enjoy your company.

Try a toy or miniature poodle. They are very intelligent and personable. As a plus they are hypo-allergenic, never shed, and have virtually no smell (males may smell if not altered.)
http://www.dogbreedinfo.com/toypoodle.htm Try here if you want more information. They are a little over 7inches but not by much.

Sugar gliders require lots and lots of attention or they get depressed and die. Ferrets require tons of maintenance and often get adrenal disease or cancer which requires a lot of vet care. Domestic rats are extremely friendly and easy to maintain. They live only a few years can can run around when supervised. They would be my suggestion, but as with any animal, do your research first!

wow, those are certainly not cuddle critters.
Get a small dog or a cat. a dog, if properly trained will go outside to do its business, so you wont have a litter box to clean out. (and smell)

You should get a rabbit. You can cuddle, they are small. You should train it to use a litterbox when it is a baby and it will be very easy to clean!

Look into a sugar glider. Because I have a cat, I've never been able to own one myself. But I have handled them and talked to owners who say they are great and meet the criteria you laid out to a "T".
