How can someone watch their house from space? Can anyone put GPS and track someone else?

My friend says an old friend of hers often makes comments about how he is watching her........from a satellite on his computer and always seems to know where she is. I thought it might be just from him driving by her house and following her but she thinks because he is a bit of a computer geek that he may be watching her house from a satellit....is that possible?

We downloaded Google Earth but the images were at least 4 years old....can just anyone attach a GPS to her car and track her? Or watch a live feed of her home?

Update:

We are mainly trying to find out if there is some program he is using that give him a live feed to her house? He always knows when people are coming and going and what cars they are driving but clearly can't be watching physically every minute of the day so how is he doing it?

    Yep - GPS transmitters can easily be attached to cars. If he has a paid subscription to a tracking company then her car, if bugged, will show up on a map.

    He could have a remote camera near or even inside her house.

    Still, if he was doing it using hi tech then i don't think he would reveal his methods. However, if he was using only low tech methods then he might try and make out that he's using pro technologies to scare/ intimidate her further. Think about it from a psychological angle.

    Yes, it's possible with today's technology, but one person targeting one other person repeatedly that way would be considered stalking in many states when not done by a pro for law enforcement reasons.

    Also, if you downloaded the free version of Google Earth, I am told that the paid versions are better and more accurate - the more you pay the more you get.
