Can the MS Vista operating system be switched from English to Spanish?

A US computer was carried to a friend in C.R. with Vista in ENglish installed. Can the operating system be switched so all screens, desktop included, and all MS tool bars be shown in SPanish or do your have to install an original OS in Spanish? If it can be switched, how? Gracias.

    If you get the Vista Ultimate edition you can switch the language packs.
