A tattoo artist. Any reputable artist will be able to draw out your tattoo and will know what's going to work best for the design and the part of the body it's going to be on. Artist's won't draw for free, so be prepared to leave a deposit.
By working directly with an artist it allows you to deal with someone who know's what's do-able on skin, so that you don't get your heart set on something that's just not going to transfer to a moving canvas. Depending on the area of the body you decide to use, the size of tattoo you want, color, and your skin type all directly effect design.
Also when choosing an artist, if there's a type of art that you want reflected in your tattoo try and find someone that specializes and enjoys that kind of art. Some artists prefer traditional, lineless color (a true oil painting effect), celtic, japanese, lettering, ect.

no artist dose work for free, just to let you know. You might want t consider going to a tattoo shop and asking him to draw it out for you, but then he would mostlikly be the one giving u tha tat.

go to a tattoo shop, they're going to have to re-draw it anyway, so it'll save you a step
