Sure does sound like a photosensitive allergy.

I have had this problem all my life. Light dry skin. Have tried everything over counter and prescription. I started moiling up with a mixtire of olive oil and vinegar. It works great stops eaching and clears up skin. Have to oil arms about 4 to 5 times per day.

Sounds like a possible sun allergy, he may not want to be in the sun too long from now on. Talk to a doctor and find out what type of meds he might want to try.

he could have irritated the sunburn somehow or it could be a second degree burn. go to the doctor the soonest you possibly can and have it looked at.
