Having a period does not mean you are ovulating.
There are plenty of women out there who are not menopausal who are having trouble conceiving. It sounds like you need more tests. Do they know for sure you ovulate? Have you been tracking your cycles? Have they performed an ultrasound of your reproductive parts?
Norplant is completely reversible and fertility usually returns within days of removal. So if you've been off Norplant for over a year, that's probably not the cause of what's keeping you from getting pregnant.
Because of your age and the fact that it's been over a year, you may want to consult with a fertility specialist. Time is wasting and there may be an issue that needs addressing...which reminds me, I assume hubby has had his sperm count tested? 50% of fertility issues belong to the male.
Good luck.

Of course they have to look at all factors in the home assessment, but I don't think a misdemeanor charge that isn't related to children at all (unless his license was suspended for DUIs or child support in which case it might be a serious issue) and happened 10-15 years ago with no repeat offenses and a good record in everything else since would really pose a danger to a child and that is the important thing. As far as birth moms, I'm sure they'd understand so long as it was a truly minor misdemeanor offense. Just be honest. If you're really worried, try getting a foster home study before your adoption study because if you fail that one you'll fail the adoption study I'm sure and a foster home study is a lot cheaper to fail. Some states require you to be foster licensed before adopting anyways.

It will possible take you longer to conceive because of your birth control but since you are having your period that means that you have ovulated so there is definitely a chance you can get pregnant. Just have lots of fun with your hub while trying. Dont focus soley on the baby creating aspect because that can cause stress and make it harder to get pregnant. Good Luck and Baby Dust!
