Who can issue parking fines and how do you know you have one?

Can they send it through the post these days instead of attaching it to the windscreen? Thanks all.

    No I think the traffic warden has to post a notice on your car. (In the UK anyway)

    Simply anyone, who is authorised by either the council or Chief constable.

    Police Officer, PCSO, Traffic Warden, Special Constable, Parking attendant (Council)

    As a lot of on street parking has been de-criminalised, the council has taken this on (the cynics of us to make money, eg my old town 16 traffic wardens - Mon -Sat, de-criminalised 38 parking attendants Mon -Sun and made the pay zones, longer months after the change..anyway)

    but as already stated, some unpleasant person may remove it, or your drive off, thus the ticket, normally will be posted, as a 'reasonable effort' will be made to get the ticket to the vehicle owner.

    If you don't you had a ticket, this wont help you too much, other then explain this in the appeals process, but if you contact you local highways dept at the council (assuming they do the parking now) they will advise if a ticket has been issued or central ticket office in the west midlands.

    In most towns now, parking offences have been decriminalised. Which means attendants employed by the Local Authority can issue tickets and not just Traffic Wardens, the sticker does not have to stuck to the windscreen, although that is the procedure used by most. But most attendants now take photographs of the offending vehicles and therefore the tickets can be sent to your home when they get the information from the DVLA in Swansea.

    Parking wardens can issue them

    You will know you have one when there is a yellow document stuck behind you windscreen wipers saying 'PENALTY NOTICE'

    In my town they have a special parking patrol unit and they issue tickets to violators on streets and in public parking lots. The ticket is put on the windshield and also mailed to the owner of license plate on vehicle.

    If you drive off before they put it on your car, they will send it through the post, which is still valid. It doesnt have to be stuck on the car.
