If say something untrue but you believe it, is it a lie?

At the time you said something, which you believed in, then it is not a lie. But once you know that what you believed was not correct, then you should clarify to the person that what you had said was wrong and that you are sorry for giving wrong information. Correcting wrong will earn you respect.

The definition of a lie is: to make an untrue statement with intent to deceive. If you believe what you say, then you think it's true, and are not trying to deceive. So it is not a lie.

no you were not lying at the time you said it and believed it to be true but if you later find out it was false or come to change your mind then you should go back and put things right by saying that at the time you believed it to be so but now you know better

You bet it's a lie. Just because someone believes you doen't mean you are telling the truth. Also, you can ony fool yourself for so long and then you will have to admit to the lie. Either to yourself or to others.
