Such an amazing verse spoken by the Lord regarding Himself as The ONLY God, As Creator of the Heavens and the Earth that He formed and made and established. Nothing He does is without a purpose. He formed it be be inhabited by man, this man made in His image and likeness as His Representative, to rule for God and contain God to express Him on the earth over all things.
I love the way this verse is so clear.. there is nothing to be misunderstood about it. God has spoken.. He has revealed Who He is to man.
THis verse blends well with one found in Zechariah 12:1
It speaks of three of the most important things in God's creation.
" The burden of the word of Jehovah concerning Israel. Thus declares Jehovah, who stretches forth the Heavens and lays the foundations of the earth and forms the spirit of man within him."
The Heavens
The Earth
The spirit of man within him
These three are ranked in a High way to God
The heavens are for the earth, the earth is for man.. man's spirit is made to contain God Who is Spirit thereby man can contain God and worship God in spirit and truthfulness. Its from man's spirit that God can have a way and a starting point to do His work on the earth. First tranforming that man and conforming that man to the Image of Christ.Then Establishing God's Kingdom on the earth as it is in the heavens through Man. Its no wonder God became a man in order to be such a protype and a means for man to accomplish all these things IN, WITH, FOR AND BY GOD AS HIS EVERTHING.
IN Christ

Isa 45:17 Israel has been saved by the LORD With an everlasting salvation; You will not be put to shame or humiliated To all eternity.
Isa 45:18 For thus says the LORD, who created the heavens (He is the God who formed the earth and made it, He established it and did not create it a waste place, But formed it to be inhabited), "I am the LORD, and there is none else.
(NASB)
He is the Elohim of Israel, through His chosen people the world will have salvation or the universe will cease to exist.
Thus says HASHEM, Who gives the sun as light by day and the laws of the moon and stars as a light by night; Who agitates the sea so that its waves roar; HASHEM Master of Legions, is His Name: If these laws could be removed from before Me - the word of HASHEM - so could the seed of Israel cease from being a people before Me forever -Jeremiah 31:34,35 (The Stone Edition)

The word "evil" is the same hebrew word in the tree of knowledge of good and EVIL [Gen 2], in Gen 6:5 And GOD saw that the WICKEDNESS of man was great in the earth, in Gen 13:13 But the men of Sodom were WICKED and sinners,.... Indeed, the Lord DO ALL THESE THINGS. Amo 3:6 - Shall a trumpet be blown in the city, and the people not be afraid? shall there be EVIL in a city, and THE LORD HATH NOT DONE IT? Isa 54:16 - Behold, I have created the smith that bloweth the coals in the fire, ... and I have CREATED THE WASTER TO DESTROY. Prov 16:4 - The Lord hath made ALL things for Himself; yes, even the WICKED for the day of EVIL.

God is saying that He is the one and only true God who made the heavens and the earth and all that is in it and did it for a good reason.

That the whole universe will be inhabited by man.
That is after we clean up the mess that mankind made with the earth after it is nearly destroyed of all life!

God created us out out of and for His great glory.
Isaiah 64:8
But now, O LORD, thou art our father;
we are the clay, and thou our potter;
and we all are the work of thy hand.

God's promises are public,and their fulfillment is sure. So why do we ever doubt him? We never have to be uncertain when we have a God of truth and righteousness.
