balance is better, but what do you mean by it ? this fake 51 vs 49 votes majority? To overrule any veto you need 60.

Well, depending on who is currently in power both situations can be equally good or bad.
In situation A you can get a slew of overspending and tendency towards corruption.
In situation B what often happens is nothing useful gets done (which can be just as devastating).
To some extent it also matters how large the majority of the Congress is since even a few incredibly determined Senators/House members can bend a lot of things their way in the right setting.
