An interesting question, but there is no right or wrong answer. It can go either way. I checked with my town board on that issue when I was working on the house last year doing some major rewiring and there is no code specifing either way. Play it safe and check with your town hall. I live in Ohio. Your local laws could possibly be different.

The National Electrical Code is not a design manual and does not dictate the direction for receptacles.

Some manufacturers mark the receptacle "up" when they have a preference and 110.3(B) requires the installer to follow the manufacturers directions.

Consider that some receptacles are installed face up in floor boxes while others may lay horizontally for counter-top applications. This is why the NEC has remained silent on the issue.

It should be on the bottom.

I don't think that is actually a code issue though, just a standard way of installing them.
