I put in a new electrical panel now waterheater will not work properly, why?

The water heater was hooked to 2 seperate curcuit breakers (`15amps) one on each side, white wire in one and black in the other. I hooked them up again the same way and it don't work, then i've tried other ways, will heat water for a little while then quit.

    Im gonna answer this but you might not like it.

    1ST and for most you should have had a electrician do it.

    Units are 110 or 220 with either 1 to 4 heating elements in the tank.

    if the tank is workin part time you have done something wrong and the safety is kickin on pending what kind of unit you have or the wires are over heating.,

    I have been in the field 20yrs plus. And I hate to say I dont feel right about telling you how to fix the problem due to it can cause a fire. Why did you change them out in the 1st place? what that the problem.

    Also if you put in a new box there is a chance you did it the wrong way. To me it sounds like it was not done correct in the 1st place.

    hate to give you the news but over 20yrs i know what can happen and electric is something you should not do even if trying to save money.,

    it should be at leasr a 30 amp breaker & are your breakers hitting both sides of the electrical box one on each side they cant hook up to the same line
