Will atomic wall clock bought in USA work in Australia?

I plan to buy a atomic wall clock in USA and send to my friend in Australia, but I don't know if the clock would work in Australia.

Does the signal used to synchronize the clock follow some international standard, so that a clock could be used internationaly in any countries that supply it?

    The "atomic" clocks syncronize with the gps satellite system or aircraft nav beacons, so they should work as long as the signal isn't blocked, and you can set the correct time zone

    It won't work, I've got one in Kentucky and its time iss 3 hours off, its got California time. and I can't change it.
