Do you mean Reps taking control of Congress? B/c if that's what you mean than yes, it did play a major role. But I wouldn't say that it was b/c Reps took over more b/c a new blood came in. Remember, Reps were in charge of Congress for most of W's presidency and balanced budget became an oxymoron.

First off one needs to understand the NO president has ever balanced the federal budget. People confuse what the federal budget process actually is. It's nothing more than not busting the budget as approved by congress. Do you see the built in protection of this? All the federal government has to do (and the president has very little to with with it at all), is inflate the budget through pork projection and have it approved then turn around and claim "we stayed within budget, so we balanced.
Here's the reality. Never will we have a balanced budget since the advent of the Civil War. We maintain a national debt. We owe, so we're not in the black, we're still in the red.
So please explain to me how Clinton "balanced the budget" since even he went over the approved congressional budget expenditures? Ohhh, but we had a special session to gain approval for this that or the other, causing the budget to be inflated to cover the cost. No different than using a credit card. And you call that a budget process. It's akin to you having $500 in your cheking account and you need more, or else you'll be writing a hot check. So, you go to the bank and get overdraft protection, and now you're covered. Problem is you still owe the money.
Clintons "Balanced Budget" claims were nothing more than a political ruse readily swallowed by a large group of people who believe borrowed money equates to balancing a budget.

I think there were some compromises with the Republican Congress that helped balance the budget. Too bad the Repubs couldn't keep it going when they got the Whitehouse.

Unbalanced budget? Do your homework if it was really balanced then the national debt would have been 0. The last time the US had a balanced budget with no debt was when Andrew Jackson was in office. That's the truth.

Are you aware that Clinton substantially cut the White House staff in his efforts to trim spending?
It took 4 years of Clinton to get to the budget surplus.

The national debt rose 1.6 trillion dollars during Clinton's regime.
Of course compared to our current president the Clinton administration was a model of frugality.

You need to go re-check the figures. If anyone should get credit for the economy, it would be Newt Gingrich and company. There were a lot of things happening during that time, like the dot com boom.
