can't find other party to serve court papers PLEASE HELP?

the judge signed an order that said i could serve him by mail since sherriff's weren't able to after repeated times. i dont' exactly know what that means. can anyone help me?

the judge said it's the same order as filing a publication only mail was much cheaper. does anyone know what to do next? i live in washington state if that makes a difference. thank you.

    to serve by mail,.. would mean to send the documents via the USPS and send them with the Certified, Mail, Return Receipt Requested...........

    Failure of the other party to pick up the parcel from the USPS is "legally" deemed as though it has been received.

    The post office makes documented attempts to deliver the mail,..it is considered received and the other party is considered informed if the letter is not pickup up at the post office. it will cost less than $10.00 usually

    Service by certified mail is usually done by the district clerk in your county. If you cannot effect service by this method there are other ways the judge can order it done. By posting notice of the suit at your county courthouse, by serving, by substitution, some one who is known to have contact with the respondent, and by publication in a newspaper. You aren't out of options just yet....

    Send it to the last known address you have for him. If it comes back return to court for a specific order allowing notice by publication . That will allow you to place the notice in the local newspaper and it will serve as service for the court.
