The entire Bay Area has excellent public transit service with the best of it consisting of the BART rail system, albeit expensive with a daily commute often costing over $10 in many cases. The east bay has good bus service operated by AC Transit. The peninsula has SamTrans bus service and CalTrain regional rail. The North Bay has Golden Gate Transit but in the north not as many people use the system therefore less routes are available. San Jose has CalTrain again plus the VTA bus & light rail lines. San Francisco proper has the extensive MUNI system citywide. Keep in mind too the all systems now have at least some basic service running 24 hours a day 7 days a week. The various systems connect so well in fact that some people choose to commute from as far out as Modesto & Stockton in the central valley over 100 miles away via the Ace Rail, SJRTD & MAX systems as the cost of living lessons with further distances out of SF. The same goes for those living toward Sacramento with commuter bus service operated by Fairfield transit. Any way you look at it the transit in the SF Bay Area is amongst the best in the nation. To SF your main is most likely BART since it goes to various parts of SF. Caltrain also goes to Bart but is much slower and I believe it only goes to the pier near Giants stadium.
It is possible to take a bus to SF from other cities except it would take a long time and generally not worth the commute.
With that in mind, pretty much any city up until Millbrae would do if your thinking South since pretty much all of them have atleast one BART station. If you do North and live in the Oakland area then Bart would be your only choice.
Otherwise your best option is to live in SF so you can Muni whereever you need to go.

most of the cities and towns within 30 miles of SF have multiple public transportation choices. Google BART to get a schedule of their serviced cities. Also, there is bus transportation and trains from many locations in the areas south of the city- I lived in San Carlos, so I know that- not sure what's happening as much from the other areas. Just google it and you'll get all the info you need!
