Open means that it is still available for people to answer. If it is resolved that means it has been answered.

An open question is one where the person asking the question hasnt accepted an answer yet, or hasnt yet found the necessary information they need. A resolved question is one where the "asker" has accepted one of the community's answers as valid and has thusly found the information they were looking for.

    Have a nice day!

An open question is the place the guy asking the question has not chosen a "perfect answer" or the question has timed out. A resolved question has the two run out of time or the guy asking the question chosen a "perfect answer".

open question means still open to answers, as the resolved one means they found there answer.
