If you know a cop willing to break the rules for you he could find out but it would endanger his career.

You can't. I you could look up somebody else's personal information using their license plate #, then any crazy sociopath could too, they could even find out your personal information. That's why there are privacy laws protecting this information.

Last I heard, in California, you just go in and present it to the DMV. I don't think that's changed.... might be wrong, though.
