Its all three, appropriate, fair, and legal. Criminals give up their rights once they commit a crime.

Absolutely: the victims are in extreme danger:
"The system grew out of the 1993 murder of Mary Byron, who was gunned down in Louisville on her 21st birthday by an abusive boyfriend. He had been released from jail, but somehow the authorities had failed to warn Byron. The resulting public outcry led local officials to develop the first automated victim notification system, which has spread nationwide."
Its high time the government did something to keep these women safe from their tormentor when they are released from jail. Many convicted seek revenge; some kill for it. They remain a danger to society but there isn't enough room in the prisons and jails to hold them all. And crazy or not, the vast majority of these violent offenders will be released back into society.

Protection. Was it legal, appropriate, or fair for that person to hurt someone enough to end up in jail for it? So I personally don't care if its fair as long as its legal and appropriate.
