which is more important, controlling weapons or fixing society?

According to a news report many in Japan now want to ban "large knives" Which would mean at least banning those 5 inches or larger. (the one the killer used) A car was also used in the attack, perhaps they should ban those as well. Is this the future we can look forward too in America? A place where we don't try to fix the problems with our society but instead try to take away all sharp objects.... Which is more important, fixing society or hiding the kitchen knives?
