Possibly, yes. He has a better record of supporting true conservative values than McCain. He also has a pretty decent record.
According to his website, "he represented the 7th District of Georgia in the U. S. House of Representatives from 1995 to 2003, serving as a senior member of the Judiciary Committee, as Vice-Chairman of the Government Reform Committee, and as a member of the Committee on Financial Services. He was appointed by President Reagan to serve as the United States Attorney for the Northern District of Georgia (1986-90), and served as President of Southeastern Legal Foundation (1990-91). He was an official with the CIA from 1971-78."
So, is not a stranger to national politics, but was not there so long that he's a total schmuck.
He's also a board member of the NRA, so our 2nd Amendment rights will be secure under his administration.
Link to his campaign site is below.

Yes, Barr would be a far better president than McCain.
My integrity is more important than electability...I refuse to sell my soul to the two party system (Obama/Democrats and McCain/Republicans) that has caused so many problems to the country. Unlike millions of people, my conscience will actually haunt me for the next 4 years if I vote for the two party system because the next president is just about guaranteed to be as bad if not even worse than Bush. The definition of insanity is doing the same thing over and over again and expecting different results...so if you keep voting for the two party system don't expect different results....you'll keep getting more of the same. As Jay Leno once said...you get the government you deserve.
I am doing the right thing and voting for a third party candidate.

Yes. A third party president would make all candidates for any office start to compete for their jobs. Look at cell phones, how pricey are they? With competition comes better products no matter the product. I would love to see the day politicians really had to compete for their jobs. Plus I really would not object to getting some personal freedoms backs, you know that Bill of Rights stuff.

Third party candidates do not work..only gives votes to the lessor of the two that are running...therefore a vote for Obama..please folks understand that!
