At an airport, why do people go to the counter at the gate?

Every time I fly, there's always a line of people waiting to talk to someone at that counter at the departure gate. I've flown many times, and only once have I ever needed to go to that counter (it was an odd case of a ticket being changed from one airline to another, and it wasn't done properly).

At this point in your trip, you have already gotten your boarding pass, checked your luggage, and gone through security. What are there people doing? What issues could they have at this point?

I've always wondered about that.

Update:

I thought about the issue of seating, but couldn't you take care of that when you first check in?

    - standby passengers have to report to the gate

    - transit passengers from a different airline have to confirm they are there, sometimes to get a boarding card re-issued (if the airlne won't accept the one done by the other airline), or to confirm for their luggage to be loaded

    - people hoping for better seats, or to be seated together

Some people are flying standby, some have questions about their flight and/or luggage...I've had to go to one of those counters after my flight was cancelled so I could be rebooked (there were SO many people in the main rebooking line that they started diverting us to gate counters throughout the airport).

They may have issues the same as you had, or they could be picking up an unaccompanied minor. They could be first time fliers who have additional questions or checking their seat assignment.
