I always like to ask how much do you want to spend per night for your room. Sometimes you can get something even better than you might think because the prices are pretty reasonable in Thailand.
Yes, you can check the place out ahead of time. You might also want to consider if there will be a lot of noise coming in the window from the street or nearby noisy bars.
If you are going to go for dirt cheap, somewhere near 100 baht to 200 baht then you really do have to check the place out, not only for bedbugs and cleanliness also is it safe for a woman or not?
Some people bring a "fart sack" to sleep in, sort of a light weight zipper type bag that you sleep in instead of directly on the hostel sheets. You can make one by sewing up a sheet, either for single person or double. This is if you are in a really crappy cheap place.
Before you even leave home don't bring a lot of expensive jewelry or even other expensive stuff with you! If you are staying in really cheap places you don't want to lose something dear to you. If something comes up missing from your bags don't immediately blame the hotel staff, often your fellow tourists staying in that hostel could be thieves too!

You can get hotels in some cities in Thailand starting around 400 baht, even with air and hot water!

Yes, what every one suggests checking out the room first is the best idea regardless of where you stay. You can book your room online and check out what others say about the hotel/Inn. So, you will know what to expect. Since many travelers online come from different countries, you can get a wide selection of scrutiny by different people.
I would suggest using www.sawadee.com, www.asiarooms.com and compare prices and reviews of the hotels. I have used both sites in the past year and have not had a problem with them. The reviews are honest and usually to the point.
There are other sites, www.agoda.com, www.res24.com that also have reviews. I also use www.hotelclub.com but, that requires "joining" the benefit is a 3 percent credit usable for your next reservation. Hotel Club also has reviews and does not have a membership fee.
The other thing is you can do a search and see if any one "blogged" their review of the hotel.
Good luck

Always ask to see the room before checking in, especially in hostels and budget accomodations. It's not only feasible, but the hotel desk clerks most likely expect you to do so, it's the only way to know if the room is acceptable to your standards or not. Don't be afraid to turn the room down if it's grungy or bug infested, it's your money and your right to say no if you don't like it.

Yes you do need to be careful with bed cleanliness when traveling cheap.
Then you do need to make allowances when some rooms are as little as five dollars a night.
For me, I always have a look at the room first before handing over any money.
Most places will gladly let you have a look.
If they dont let you look..... move on to the next one.
Believe me there has been times when I sleep with my clothes on.
People are friendly and will not mind you looking.
Enjoy your trip,and sleep well.
