No. Think about this for a moment, he's saying that we need a strong 'civilian national security force'. 'Civilian' by definition, means that they aren't in the military. The 'National Security Force' that he is referring to is probably a strong police force, and wouldn't rely on the draft to get members. He wants it to be able to work alongside the military to protect our country, which is something that I would think most Republicans (who have traditionally pushed Homeland Security as a major issue) would be willing to stand behind.

I don't think Obama will re-instate the draft unless there's an absolute need to do so. Mccain, who will be fighting Iraq, Afghanistan, Iran and possibly Russia, will have to. The men and women fighting, especially those on their 3rd. and 4th. tours of duty are so sick of the Republicans and being in Iraq when they finally understand we should never have gone will rebel or go AWOL and those who don't will hardly be enough to maintain that many wars. but Mccain will be in his glory, given how he loves war.

McCain says that he'll follow Bin Laden to "the gates of hell" SO since Bin Laden is in Pakistan McCain will have to start there 1st. And just how is he going to invade Pakistan?

A draft is putting somebody in the military, a civilian is somebody who is not in the military. They are incompatible.
