What does it mean if the two prongs on a plug-in are sideways?

I was looking at my A/C in my apt and it has this type of plug, I am guessing it is then a 220 or 240 volt outlet, but I don't know.

    Two horizontal slots indicate a 240V outlet, not a 30A outlet.

    No, it is a 15amp 240 volt.

    It is a 110 volt 30 amp outlet.

    don't matter , 220&240 operate off the same circuit the only one that would be different is 208v. and the plug for it is completely diif.
