If it's when it's touched then drawn away, it's natural. If it's a stinging on contact, not on withdrawal, and little pressure is applied, see a doctor.

I think that you have either an allergy or an infection.
What I'm sure of is that you need to go to a genitourinary medicine (GUM) clinic and have some tests, to see what's going on

See a doctor. What if it is penile cancer? If you don't get it looked at soon they will have to amputate it.
Tell your mom to get you a appointment with your doctor, if you can't tell her why just say it's private. Please go to a doctor.

its an infection caused by soapy baths, i've had few before, it can clear up by itself
