Sometimes these bumps are not bug bites but MRSA infection. Sometimes spider bites will be a series of small bumps that are painful. She probably should get seen right away as she probably needs an antibiotic.

Are they very small, red dots? If so, it could just be razor burn from shaving her legs.
Have you asked her about it? Does she complain about it? What exactly does it look like? How big are the bumps, and are they symmetrical?

check maybe they are abscess they need to be opened go to google and check in images. i sometimes get them and they are extremely painful. they have to be opened they do not go away they only get worse
