Why are stock prices always delayed 15-20minutes?

(aside from google and brokerages) is there some rule that they have to be? if there is, why can google provide real-time?

    Exchanges charge for quotes that are not delayed, so it is unlikely you can find real time exchange quotes for free. Google and Yahoo offer free real time ECN quotes because ECNs are not exchanges and do not charge for real time quotes.

    Brokerages give you free real time exchange quotes if you have an account because they make money from your account in other ways.

    Yahoo! now offers delayed quotes, but if you click on the stock's ticker symbol, Yahoo! will also provide a free real-time quote (where it says "real time").

    You need to request 'real time' when setting up a trading account.
